PPP and DPK are now ready to kickoff 22nd National Assembly. Both parties held workshops attended by newly-elected members. Discussions that took place during these workshops can serve a barometer of both parties’ strategies, policy priorities and legislative agendas.

1. Strategies of PPP and DPK
1) PPP’s Strategy
During PPP’s workshop, the members of the PPP analyzed the cause of the recent election defeat and announced a statement. The pillars of PPP’s statement includes 1) spearheading legislation to improve the livelihood of citizens, 2) expansion of youth and future generations’ policy participation, 3) enhace party cohesion to compete against the opposition majority.
2) DPK’s Strategy
DPK’s strategy revealed during the workshop as are follows: Democratic Assembly, Leading Assembly, Responsible Assembly, and One-Team Assembly. DPK will also organize reform task forces, including Prosecution Reform TF, Media Reform TF, Policy Response TF, in order to respond to reform issues effectively.
2. Both Parties’ Legislative Priorities
1) PPP’s Legislative Priorities
PPP selected 31 legislation as the first-order of business for the 22nd National Assembly. These legislation include:
- 6 bills to respond to low fertility via implementing ‘state responsibility’ of resolving the low fertility crisis
- 10 bills to boost the economy via tax reductions, provision of stable housing, and protection of small and medium enterprises
- 8 bills to cultivate future industries to enhance state competitiveness and to prepare for future industrial competition
- 3 bills to reduce the capital and non-capital gap via balanced regional growth
- 4 bills to revitalize the local and essential medical services via medical reform
2) DPK’s Legislative Priorities
DPK has selected 3 major agendas with 56 bills as its legislative priority. DPK’s priorities include 1) re-introduction of bills vetoed by the President during the 21st National Assembly, 2) re-introduction of bills that did not pass the Legislation and Judiciary Committee, 3) introduction of bills to implement the public pledges made during the 22nd National Assembly election.

3. Key bills to track
Both parties have selected legislations to cultivate future industries in their legislative priorities. Close tracking and monitoring of these bills are required in order to identify the key actors and to manage the situation in order to shape a favorable policy environment for the relevant industry. Preparation of response strategy is also needed in order to minimize regulatory risks during the legislative process.

(1) Special Act on Control of High Level Radioactive Waste
→ Legislation on procedure and selection of site to construct HLW facility
(2) Framework Act on AI
→ Legislation on compulsory 3-year basic plan to promote the AI industry, establishment of AI Commission and National AI Center, definition and ex ante notification regarding high-risk AI technology
(3) Act on Promotion of Contents Industry
→ Establish protocols to promote contents created via new technology
(4) Act on Cultivation of Bioengineering
→ Provisions to select and fund future bio-technology, expansion of investment, cultivation of experts, international cooperation of new bioengineering technology
(5) Act on Digital Inclusion
→ Provision to provide universal education on digital capacity, state responsibility to reduce the digital gap, enhance access to digital technology for the underprivileged, etc.

(1) Act on Online Platform, Act on E-Commerce, Act on Franchise Business
→ Provisions to establish a fair online platform market, consumer remedies, empower franchise businesses to negotiate with franchisor
(2) Act on SME Cooperative, Act on Coexistence of Large Businesses and SMEs
→ Provisions to prevent technology leaks and remedies for SMEs
(3) Act on Freight Vehicle Transportation
→ Implement safe transportation regulations in order to enhance freight vehicle owners’ rights and to improve transportation safety
(4) Act on Wind Power Promotion, Act on Expansion of Renewable Energy, Act on Carbon Neutrality, Act on Agrivoltaics
→ Legislation to implement international agreements made in COP28 and to support transition of businesses to implement RE100
